For Northern Ireland, the EU BPR still applies under the Northern Ireland Protocol.

Older laws such as the Biocidal Products Regulations 2001 and the Control of Pesticides Regulations 1986 (COPR) remain relevant for transitional products and certain specialist uses.

1. Identify if Your Product Is a Biocidal Product

If your product’s main function is to destroy, deter, or control harmful organisms, it’s classed as a biocidal product. Check which Product Type (PT) applies — such as surface disinfectants (PT2) or wood preservatives (PT8).

2. Check Active Substances

All biocides must contain an approved active substance listed under the GB Article 95 supplier list. If your supplier isn’t listed, your product cannot legally be sold or used in the UK.

3. Apply for Product Authorisation

Once your active substance is approved, apply to the HSE for biocidal product authorisation. You’ll need product data, safety studies, efficacy results, and proper labelling.
