Understanding how biocides are regulated in the UK is essential for any business involved in cleaning, disinfection, or pest control. This guide explains what a biocide certificate (or authorisation) really means under UK law, who needs one, and how to stay compliant with the Health and Safety Executive (HSE).
A biocide is a chemical or product that kills, controls, or deters harmful organisms such as bacteria, mould, algae, or insects. Examples include disinfectants, algicides, wood preservatives, and surface sanitisers used in professional and domestic environments.
If your product claims to kill or inhibit microorganisms, it’s likely classed as a biocidal product under UK law.
In the UK, biocides are controlled under the GB Biocidal Products Regulation (GB BPR) — the British version of the EU BPR following Brexit. The law is enforced by the Health and Safety Executive (HSE) and applies to England, Scotland, and Wales.
For Northern Ireland, the EU BPR still applies under the Northern Ireland Protocol.
Older laws such as the Biocidal Products Regulations 2001 and the Control of Pesticides Regulations 1986 (COPR) remain relevant for transitional products and certain specialist uses.
The term “biocide certificate” generally refers to an official authorisation from the HSE allowing a product to be legally sold or used as a biocidal product in Great Britain.
To legally market or use a biocide, your product must be authorised under the GB BPR. This confirms that the product is effective, safe for people and pets, and environmentally responsible.
If your product’s main function is to destroy, deter, or control harmful organisms, it’s classed as a biocidal product. Check which Product Type (PT) applies — such as surface disinfectants (PT2) or wood preservatives (PT8).
All biocides must contain an approved active substance listed under the GB Article 95 supplier list. If your supplier isn’t listed, your product cannot legally be sold or used in the UK.
Once your active substance is approved, apply to the HSE for biocidal product authorisation. You’ll need product data, safety studies, efficacy results, and proper labelling.
Keep your product compliant, monitor changes in GB BPR, and renew authorisations before expiry.
